Taoyuan Shin-Deng Home for the Disabled has served adults with intellectual disabilities for over 30 years. Due to limited public transportation and aging vehicles, the Chang Yung-Fa Charity Foundation donated a new transport van.  On December 20, Shin-Deng Home for the Disabled held the " Joyful Ride, Warm Hearts: New Van Donation Ceremony." Attendees included Chairman Daniel Wu, founder Chiu Mei-Ji, Chairman You Dong-Yang, and Chief Secretary Tsai Yi-Ru. The event featured a Taiko drum performance, followed by the unveiling of the new vehicle, named "Chang An" , symbolizing safety and happiness for all.

Chairman You Dong-Yang stated that Shin-Deng Home currently serves 86 individuals with moderate to severe intellectual disabilities, providing both daycare and full-time residential care. With high transportation needs, the new vehicle is a timely solution. Located in Guanyin District, Shin-Deng Home is 3–4 km from Xinwu and Xinpo, with only two daily bus services. A transportation vehicle is essential for community activities, medical visits, and errands. He expressed gratitude to the foundation for enabling a safe and joyful car replacement, allowing residents to participate in activities more securely.

Chairman Daniel Wu stated that the new vehicle will enhance residents' experiences, social interactions, and safety in medical visits and activities, improving service quality. Residents expressed gratitude in cards, saying, “Thank you for the car that lets us visit family, go out, and shop,” and “It feels as comfortable as riding like a prince or princess.” Chief Secretary Tsai Yi-Ru thanked Shin-Deng Home for its high-quality care and the Chang Yung-Fa Charity Foundation for supporting Shin-Deng Home and other social welfare organizations in Taoyuan, hoping more enterprises will join in giving back to society.

After discussion between the Foundation and Shin-Deng Home, it was decided that a low floor, flat back seat and side sliding doors would make it easy for the elderly to ride and get on and off the bus without any burden. Nursing staff can ensure the safety and comfort of the bus when transporting residents to medical appointments or follow-up appointments, and if the seats are retracted, there is more space for storing wheelchairs and other items, which is a rich function. All these considerations are intended to let the recipient organization feel the Foundation's sincerity, and to encourage community to continue to care about the rights and interests of the disadvantaged and handicapped.
