Chang Yung-Fa Charity Foundation Supports Post-Disaster Recovery in Guangfu Hualien – Standing by Residents to Rebuild Lives
After the levee collapse in Mataian, Guangfu Township, Hualien on September 23, the Chang Yung-Fa Charity Foundation immediately responded and has continued supporting relief and recovery efforts, walking with residents through the most challenging times.
In the first phase, the Foundation collaborated with the National Union of Social Workers, Taiwan and Hualien local social workers, recruiting professionals nationwide to conduct household surveys. About 1,744 families were reached, and a temporary service station was set up to provide immediate assistance and resource referrals. Residents shared, “Having someone check on us and listen to our needs makes us feel calmer and less alone.”
The Foundation also partnered with the Taiwan Counseling Psychologist Union, setting up “Comfort Corners” at shelters. Psychologists and volunteers led 22 group sessions, helping 1,040 participants release stress and cope with loss. One elderly resident said, “Gathering to chat and sing made my heart feel warm again.” These moments of care became an essential part of emotional recovery.
To address damaged household appliances, the Foundation, with Hualien County Government, donated 2,000 electric fans, with Sampo Corporation assisting in fast delivery. Residents smiled, saying, “Now we finally have cool air at home and can sleep well at night.” These fans brought not only comfort but also hope for rebuilding daily life.
Moving forward, the Foundation will continue to monitor post-disaster needs and support every affected family, helping them stand strong and regain hope for the future.
